In the approved Programme of work for the current year there is included a tour of inspection to the Northern Ports to check the accounts of the Postal Agencies.
In your letter, 8/97, of 11th April 1894 an allowance of $4.50 for Subsistence for every night and day spent on shore was authorised to cover all expenses of board and lodging for the Local Auditor and his servant,
Since 1894 the cost of living in China has risen very considerably, and my experience when last on leave at Shanghai was that my bare expenses of hoard and lodging were $7.50 a day; and I have the konour to ask that the Subsistence Allowance may be raised to that sum to be divided as follows:- $2.50 for each day, and $5 for each
night spent on shore.

I may mention that in Hong Kong, charge of $4 was made for a room, $8, $10, and $12 is
frequently now the charge.
The $7.50 is just about equivalent to the 15s a day
I got before I was transferred to Hong Kong.
